Tim leads the overall strategy and directs the day-to-day operations of NSTXL. He has led NSTXL from original concept through incorporation to present-day scale. Tim brings over 20 years of experience building and managing non-profit technology consortia. NSTXL is the third national organization he has helped to launch and build, each of which focuses on scaling and commercializing innovative technology through policy and public-private partnerships. Tim has spent his entire professional career operating at the intersection of business, policy and politics, including directing recording-breaking campaigns, convening and managing numerous coalitions, and leading successful policy efforts at the national, state and local levels. Tim holds a Master of Public Policy from the Sanford Institute at Duke University and a Bachelors Degree in Government from the University of Texas, Austin.

Erik serves as Chief Operating Officer of NSTXL and manages day-to-day operations of NSTXL’s OTA contracts, prototype awards, and new business initiatives. His role is to make it easier for both our government and member clients to rapidly procure new technologies. Prior to NSTXL, Mr. Olbeter held leadership roles in the financial and tech industries, always at the intersection of government, finance, and technology. As Senior Vice President in charge of ICF’s commercial Energy Advisory practice, he served both commercial and government clients. Before that, he spent 12 years on Wall Street as a technology analyst managing teams of researchers covering a wide range of emerging technologies such as cyber and advanced battery storage. He has an M.A. in public policy from Georgetown University and is a CFA charter holder.

Dr. Solliday serves as NSTXL’s Chief Security Officer and is responsible for establishing and maintaining organizational and programmatic procedures, standards, policies, and practices to protect the privacy and integrity of both classified and controlled unclassified information and data. This includes ensuring and managing organizational and programmatic compliance with all applicable security and system security regulations, standards, policies, and practices. Additionally, as a member of NSTXL’s senior management team, Dr. Solliday leads organizational and programmatic efforts to identify, generate, vet, and develop potential opportunities in support of NSTXL’s assisted acquisition and other transactions portfolio. This includes fostering and maintaining good working relationships with new and existing customers and requiring activities to enhance and improve client retention and relationships. Dr. Solliday is a recognized subject matter expert in the identification, development, prototyping, assessment, and transition of innovative technologies to enhance current and future operational capabilities. His efforts have led to the rapid and deliberate identification, demonstration, assessment, transition or transfer, and sustainment of numerous innovative concepts and emerging and enabling technologies supporting urgent and recurring U.S. Department of Defense and Department of Homeland Security operational needs and requirements. He has spent time in both the Federal service and private industry, and retired from the United States Air Force. During his 20 years in public civil service, he held positions in the Office of the Secretary of Defense, the United States Air Force, the General Services Administration, and the United States Navy as a Project Manager, Test Manager, Business Manager and Contracting Officer, and Program Manager respectively. Dr. Solliday completed his doctor of management studies at Colorado Technical University conducting research that explored best practices to improve the transition of emerging technologies. He holds a Master of Public Administration degree and a Bachelor of Arts degree from Southern Illinois University.

In his role as Principal of Acquisition, Iain leads NSTXL’s innovative contracting and program management services. A recipient of multiple commendations for superior performance as a U.S. Army Contracting & Agreements Officer, Mr. Skeete is a nationally recognized expert and thought leader in defense contracting. To ensure our military maintains technological overmatch, Iain and his team design dynamic acquisition strategies that deliver meaningful results to NSTXL’s customers and the Warfighter. A student of the procurement process, Iain has continued to push the evolution of alternative contracting methods, contribute to critical acquisition policy, and implement best practices across all defense branches.

She was exposed to various mediums including radio, TV, podcasts, print/digital, videos and various graphics through class and many diverse internships. In her professional career, Hannah has worked in a variety of industries including entertainment, travel/tourism, news and nonprofits.

Cathy Jordan is NSTXL’s Acquisition Specialist, working with our government clients to identify and formulate clear and concise prototype solicitations. She joined NSTXL after a 5 year career working at the U.S. Army Contracting Command – Orlando as a Contract Specialist and an Agreements Specialist supporting Other Transaction Authority (OTA) prototype projects. Prior to that, she had a 25 year career in industry supporting the NASA Shuttle program as a Subcontract Administrator. Ms. Jordan also holds two distinguished certifications from the National Contract Management Association (NCMA), a Certified Federal Contracts Manager and Certified Professional Contracts Manager. She is a graduate of the University of Central Florida where she earned her Bachelor of Science in Business Administration, and the Florida Institute of Technology where she earned her Master of Science in Acquisition and Contract Management. Her goal at NSTXL is to anticipate problems, develop sound solutions and action plans to ensure program success.

As the Operations and Events Manager at NSTXL Laura Collman provides strategic operational leadership to the organization. Her responsibilities include managing day-to-day operations, analyzing and improving organization processes, HR duties, invoicing, contract review and event management. Her roles prior to NSTXL include Operations, Marketing, HR, CRM and Database Management, Membership, Website management, Events and Project Management in technology and varied industries.

Laura has a Bachelor’s Degree in Business Administration with a minor in Human Resources Management from George Fox University. Outside work she loves spending time with her family and golfing.

JaNay Mills is one of NSTXL’s Acquisition Specialist, working with our government clients to identify and formulate clear and concise prototype solicitations. She joined NSTXL after a 5-year career working at the U.S. Army Contracting Command – Orlando as a Contract Specialist supporting external customers. Prior to that, she worked in industry throughout the Middle East on various Intelligence, surveillance and reconnaissance platforms.  Ms. Mills served 6 years as a commissioned Nuclear, Biological and Chemical Officer in the U.S. Army with two deployments in support of Operation Iraqi Freedom. She is a graduate of the University of Cincinnati where she earned a Bachelor of Science in Biology and Webster University where she earned her Master of Arts in Procurement and Acquisitions Management. As a former Warfighter, her goal at NSTXL is to work together with her government counterparts and clients to devise innovative and agile solutions for today’s Warfighter.

Having worked on the Hill and also representing corporations’ political, policy and investment interests, Mr. McIntosh is a trusted industry leader in growth strategy, communications and organizational strategic planning and execution. He structures and leads teams, creates best practices and internal controls to improve operations, systems and profitability, sets and manages budgets, and builds necessary client relationships to advance corporate revenue, branding and other objectives. His significant Hill/Chief of Staff and political campaign/communications experience and connections are often relevant assets to his clients as they embark on organizational growth or contemplate significant change.Prior to joining NSTXL, Mr. McIntosh was the Chief of Staff for two members of Congress (Gov. Mark Sanford & Rep. Kerry Bentivolio) where he integrated the strategies and activities of the Washington D.C. office, district office and political campaign teams and managed 31 staff consisting of attorneys, policy and campaign staff. He was also responsible for working with Congressional Leadership to strategically coordinate the activities of the Congressmen with Leadership, committee and other member offices. Prior to joining the Hill, McIntosh served as the Policy Director for Governor Jon Huntsman’s presidential campaign where he was the senior advisor and principal architect of Governor Huntsman’s campaign policies, policy strategy and policy communication. After serving as Deputy General Counsel at the White House working both for White House counsel and the Council on Environmental Quality, Mr. McIntosh joined the firm Boyden Gray & Associates where he provided strategic policy and business guidance on financial regulations, energy and natural resource issues.

Leveraging a customer-centric approach, she is passionate about creating the ultimate partner and member experience from the point of acquisition to long-term client success. Her experience as a B2B technology leader for start-ups and mid-market organizations has been essential in accelerating the use of emerging technology within the federal space and helping forge partnerships between the government and private sector organizations.As the AVP of Marketing at DataBank, she played a central role in transforming the organization’s market approach by shifting to a multi-channel digital model, building a revenue-generating team from the ground up, and strengthening cross-department collaboration through a vertical-focused organization restructure. Prior to DataBank, Shelley worked for a healthcare start-up, where she helped build the organization’s business model and processes and was responsible for the development of their corporate identity, brand and market strategy. She is a graduate of Ball State University and lives in the middle of the desert in Arizona with her husband and 3 kids.
