Founder & CEO

Tim leads the overall strategy and directs the day-to-day operations of NSTXL. He has led NSTXL from original concept through incorporation to present-day scale. Tim brings over 20 years of experience building and managing non-profit technology associations and networks. NSTXL is the third organization he has helped to launch and build, each of which focuses on scaling and commercializing innovative technology through policy and public-private partnerships. Tim has spent his entire professional career operating at the intersection of business, policy, and politics, including directing record-breaking campaigns, convening and managing numerous coalitions, and leading successful policy efforts at the national, state, and local levels. Tim holds a Master of Public Policy from the Sandford Institute at Duke University and a Bachelors Degree in Government from the University of Texas, Austin.

Erik serves as Chief Operating Officer of NSTXL and manages day-to-day operations of NSTXL’s OTA contracts, prototype awards, and new business initiatives. His role is to make it easier for both our government and member clients to rapidly procure new technologies. Prior to NSTXL, Mr. Olbeter held leadership roles in the financial and tech industries, always at the intersection of government, finance, and technology. As Senior Vice President in charge of ICF’s commercial Energy Advisory practice, he served both commercial and government clients. Before that, he spent 12 years on Wall Street as a technology analyst managing teams of researchers covering a wide range of emerging technologies such as cyber and advanced battery storage. He has an M.A. in public policy from Georgetown University and is a CFA charter holder.

In his role as Vice President of Acquisition Products and Services, Iain leads NSTXL’s innovative contracting and program management services. A recipient of multiple commendations for superior performance as a U.S. Army Contracting & Agreements Officer, Mr. Skeete is a nationally recognized expert and thought leader in defense contracting. To ensure our military maintains technological overmatch, Iain and his team design dynamic acquisition strategies that deliver meaningful results to NSTXL’s customers and the Warfighter. A student of the procurement process, Iain has continued to push the evolution of alternative contracting methods, contribute to critical acquisition policy, and implement best practices across all defense branches.

As the Vice President of Operations, HR, & IT at NSTXL Laura Collman provides strategic operational leadership to the organization. Her responsibilities include managing day-to-day operations, analyzing and improving organization processes, HR duties, invoicing, technical support, cybersecurity, Assistant Facility Security Officer (AFSO) and contract review. Her roles prior to NSTXL include Operations, Marketing, HR, CRM and Database Management, Membership, Website management, Events and Project Management in technology and varied industries. Laura has a Bachelor’s Degree in Business Administration with a minor in Human Resources Management from George Fox University. Outside work she loves spending time with her family, traveling and golfing.

In her role as Vice President of Consortium Management, Brooke works with government, industry, academia, and OT Directors to foster collaborative processes, leverage innovative strategic partnerships, plus identify, and implement best practices for NSTXL, a rapid acquisition consortium manager. Brooke joined NSTXL after a distinguished seventeen-year civil service career with the DoD. Brooke’s expansive knowledge of the Small Business Innovation Research (SBIR/STTR) program, Federal Technology Transfer (T2), federal lab network, and Other Transaction (OT) infrastructure provides a unique opportunity to leverage a suite of innovation enablers that rapidly address warfighter needs. Brooke is a nationally recognized expert in public private partnerships and technology transfer (T2). Brooke is a recipient of the 2018 DoD George Lindsteadt National Award for T2 Excellence and a National SBIR Tibbetts Awardee. Brooke’s previous role at NSTXL encompassed building a highly successful OT environment that innovated, prototyped, transitioned, and delivered game changing technology and prototypes to the warfighter. Throughout this role, S2MARTS obligated over $730M in its first 30 months of execution. Brooke has a bachelor’s degree in Business Administration from Indiana Wesleyan, a certification in Professional Management from Indiana University Kelly School of Business, and a master’s certification in Public Management from Indiana University – Purdue University Indianapolis (IUPUI).

In her role as VP of Marketing and Sales, Shelley Tweedy helps drive opportunity growth and market expansion for NSTXL and their clients. Leveraging a customer-centric approach, she is passionate about creating the ultimate partner and member experience from the point of acquisition to long-term client success. Her experience as a B2B technology leader for start-ups and mid-market organizations has been essential in accelerating the use of emerging technology within the federal space and helping forge partnerships between the government and private sector organizations. As the AVP of Marketing at DataBank, she played a central role in transforming the organization’s market approach by shifting to a multi-channel digital model, building a revenue-generating team from the ground up, and strengthening cross-department collaboration through a vertical-focused organization restructure. Prior to DataBank, Shelley worked for a healthcare start-up, where she helped build the organization’s business model and processes and was responsible for the development of their corporate identity, brand and market strategy. She is a graduate of Ball State University and lives in the middle of the desert in Arizona with her husband and 3 kids.

Mike Dodd is vice president of strategic relationships at the National Security Technology Accelerator (NSTXL) where he works with a broad range of individuals and groups, government customers, large defense contractors and non-traditional startups. His role involves connecting dots and causing “meaningful collisions” between those with a common goal of creating cutting-edge technology to serve our national security interests. A retired Mustang Marine Corps Infantry officer, Dodd served with distinction in the Marine Corps for 11 years. He held leadership roles as a rifle platoon commander, rifle company executive officer, OIC for the 1st Marine Division scout sniper school and operations officer of the 1st Marine Reconnaissance Company before service-related injuries led to his early retirement.. In the private sector, Dodd has been assisting dozens of clients win and perform on government contracts for nearly two decades, with total contract values exceeding $1.2B. He serves on the executive leadership team for the Defense Entrepreneurs Forum, a national nonprofit with more than 3,600 members whose charter is to connect academics and nontraditional defense companies with national security programs.

In her role as the Director of Contracting, Ashley leads and oversees the day-to-day actions of NSTXL’s Acquisition team while administering a large portfolio of complex, OTA agreements. Her goal at NSTXL is to continue to provide excellent support as well as leveraging her strong contracting foundation and experience to provide guidance and advisement throughout the acquisition lifecycle to ensure mission success. Ashley brings over 17 years of Government and Civilian contracting experience. She joined the NSTXL team approximately 2 years ago serving as an acquisition specialist and manager for the TReX vehicle. During this time, she has established strong working relationships with our Government customers in which she collaborates with to identify and formulate clear and concise prototype solicitations. In addition, she provides creative solutions and innovative approaches to aid in streamlining the acquisition process to support the delivery of novel capabilities to increase warfighter readiness. Preceding joining NSTXL, she had a 7-year career at the U.S. Army contracting Command-Orlando (ACC) as a contracting/ acquisition specialist where she directly supported the Other Transaction Authority (OTA) prototype projects. Prior to that, she had an 8-year career as a Support Contractor for the Marine Corps at Program Manager for Training Systems (PM TRASYS) as a Contract Specialist and Program Support Specialist. Ms. Carter holds a DAWIIA Level 3 Certification and a DoD Army Acquisition Corps membership. She is a graduate of the University of Central Florida where she earned her Bachelor of Science in Business Management.

Scott serves as an Acquisition Manager supporting NSTXL’s Advanced Respondent Vetting operations, post-award activities, and financial operations. Prior to joining NSTXL, Mr. McCabe led a distinguished 12-year career as a subject matter expert in defense contract pricing as a US Army civilian, including a variety of service awards and selection to serve the Army’s top contracting executive at the Pentagon. Mr. McCabe seeks to provide innovative contracting solutions and provide full spectrum support to the Warfighter. Scott is a Certified Federal Contracts Manager and holds a Master of Science in Applied Economics from Georgia Southern University as well as a bachelor’s degree in Economics from the State University of New York College at Geneseo.

As NSTXL's Technology Scout, Jeff blends digital outreach strategies with in-person engagement to help NSTXL’s government customers attract and draw solutions from a more diverse pool of innovators. After identifying a requirement or critical technology focus area (think high-level emerging technologies like Microelectronics, 5G+, or Artificial Intelligence), Jeff spends his time researching the domestic commercial markets driving R&D in those areas, focusing primarily on corners of those markets not yet engaged with DoD, and helps them understand NSTXL, our mission, and how they can contribute their technologies to national security goals while growing their bottom line. Erin is responsible for instituting NSTXL’s user-centered design approach to events and creating an engagement portfolio of online and in-person programming. She will use all tools and delivery vehicles available to ensure NSTXL’s programs provide substance, education, collaboration and innovative thinking to the complete DoD network of government agencies, commercial innovators, academic bodies and more. Erin has nearly 20 years of strategic event management in the legal, technology, professional sports and film industries. During her career she instituted then-uncommon hybrid and virtual events for a large content services provider, helping the organization achieve key growth objectives; introduced human-design thinking to multiple events, ensuring all stakeholders recognized impactful results catered to their personas; and established a white-glove approach to creating multi-faceted, thoughtful programs centered on the attendee experience. She is a graduate of Coker College and resides in Cleveland, Ohio.

Using his strategic marketing experience, Brandon is dedicated to improving membership experience and educating new acquisitions on how they can leverage their emerging technology solutions to create mutually beneficial partnerships with the federal government. He has previous experience in the start-up sector; creating marketing strategy to help drive growth in micro-mobility, education technology, and IoT systems integration. He is a graduate of the University of South Carolina with a degree in History and resides in Austin, TX with his wife, two dogs, and a cat. In his free time, he enjoys photography, reading books on history, travelling, camping, hiking, and swimming.
