Background

The Army’s future training capability is the Synthetic Training Environment. The STE enables tough, iterative, dynamic, and realistic multi-echelon / combined arms maneuver, mission rehearsal, and mission command collective training in support of multi-domain operations. The STE will provide units the repetitions necessary to accelerate individual through unit skill and collective task proficiency resulting in achieving and sustaining training readiness.

The Army desires a SVT prototype that will provide units the ability to train Weapons Skill Development (WSD), Use of Force (UoF) and Joint Fires Training (JFT) at the point of need (PoN), in a single, next-generation training system. Enabled by the STE–IS (Training Management Tool, Training Simulation Software, and One World Terrain), the SVT will increase the quality and quantity of realistic repetitions accelerating and sustaining Soldier skill acquisition.

Projected Acquisition Strategy

The Government anticipates conducting a competition through the Training and Readiness Accelerator (TReX), resulting in the award of the SVT via an Other Transaction(s). The Army is projecting to release a DRAFT Statement of Need (SoN) 1.0 in late September 2019, seeking industry feedback by mid-October 2019. The Government’s intent is to review industry’s questions and comments while making revisions to the DRAFT SoN, with the goal of publishing a DRAFT SoN 2.0 prior to the Industry Day engagement. A Request for Solutions is tentatively anticipated to be released in early January 2020.

As the STE-CFT navigates the market research phase, we will specifically be seeking feedback on the viability of executing the program as a comprehensive solution, or if “best of breed” solutions could be greatest achieved by awarding separate efforts within the individual capabilities (WSD/UoF/JFT).

Industry Day Details

The Industry Day for the Soldier/Squad Virtual Trainer (S/SVT), Soldier Virtual Trainer (SVT) on October 29th-30th at Fort Sill, Oklahoma is being postponed until further notice due to the recent passing of the Continuing Resolution. We will update our Industry partners as new information becomes available, to include any necessary modifications of timeline and acquisition strategy.

Comments to Draft SoN V1.0 are still being sought as the CFT continues to refine the requirements. The due date for comments/questions is now being extended through October 25, 2019.
