The Department of the Navy (DoN), in partnership with Naval Surface Warfare Center (NSWC) Crane, is preparing to release a prototype opportunity focused on strengthening domestic manufacturing and sustainment capabilities supporting a dispenser/magazine capable of carrying a hybrid of 1x1x8-inch and 2x1x8-inch countermeasure expendables (with potential future development for a variant optimized exclusively for 1x1x8-inch expendables), as well as critical aircraft survivability components.
This effort seeks to strengthen the domestic industrial base through the development of resilient, scalable manufacturing capabilities that enhance aircraft survivability, reduce supply chain vulnerabilities, and establish a resilient, multi-source industrial base.
Key Areas of Interest include:
- Aircraft survivability and countermeasure capabilities
- Manufacturing process development and transition
- Advanced manufacturing and industrialization
- Precision manufacturing and assembly
- Supply chain resiliency and sustainment
- Rapid prototyping, scaling, and domestic material sourcing
The prototype development period of performance for Other Transaction Authority (OTA) awards will be determined following the release of the Request for Solutions (RFS) and based on selected performers’ proposed timelines.

This effort seeks to strengthen the domestic industrial base through the development of resilient, scalable manufacturing capabilities that enhance aircraft survivability, reduce supply chain vulnerabilities, and establish a resilient, multi-source industrial base.
