The Department of War (DoW), in partnership with Naval Surface Warfare Center (NSWC) Crane, is preparing to release a prototype opportunity focused on strengthening domestic manufacturing and sustainment capabilities supporting the Active Expendable Decoy (AED) Countermeasure System and critical aircraft survivability components.
This effort seeks to strengthen the domestic industrial base through the development of resilient, scalable manufacturing capabilities that enhance aircraft survivability, reduce supply chain vulnerabilities, and establish a resilient, multi-source industrial base.
Key Areas of Interest include:
- Aircraft survivability and countermeasure capabilities
- Manufacturing process development and transition
- Advanced manufacturing and industrialization
- Precision manufacturing and assembly
- Supply chain resiliency and sustainment
The prototype development period of performance for Other Transaction Authority (OTA) awards will be determined following the release of the Request for Solutions (RFS) and based on selected performers’ proposed timelines.

During the virtual event, organizations interested in the Active Expendable Decoy (AED) Countermeasure System opportunity will have 3–6 minutes to share, depending on overall interest and the number of presenters. After the event concludes, all registrants receive follow-up resources, including the presentation slide deck and contact information.
