DRAFT REQUEST FOR SOLUTIONS – Posted on 14 July 2026

The Government has released a Draft Request for Solution (RFS) for the NMM TSI Prototype Project opportunity.

The United States Navy (USN) is seeking a new, modular interceptor to serve as the basis for the Naval Modular Missile (NMM) program, a next-generation initiative designed to revolutionize surface naval capabilities through multi-mission utility, enhanced capacity, and a modular open architecture.

This is a departure from, and tailored approach to, the standard RFS process. This Draft RFS is being issued to solicit industry feedback on the proposed requirements and acquisition strategy and does not constitute an active request for proposals or white papers at this time.

Following the review of industry feedback, the Government anticipates releasing a Final RFS, which will formally initiate the solicitation process. The Draft RFS also provides respondents the opportunity to submit required security information early through the Classified Annex Request process outlined in Section C. Early submission is encouraged to ensure timely receipt of the classified NMM Top Level Requirements (TLR) and GRA when available. Each respondent must have an active facility and personnel clearance at the SECRET level at the time of the classified data request.

The Department of War, in partnership with Naval Surface Warfare Center (NSWC) Crane, is preparing to release a commercial opportunity focused on development and demonstration of modular weapon system capabilities supporting the Naval Modular Missile (NMM) program. This effort will explore innovative approaches supporting integration, modularity, interoperability, and prototype demonstration of next-generation missile system capabilities.

The goal of this prototype initiative is to mature and demonstrate modular prototype capabilities supporting future integrated air and missile defense applications.

Key Areas of Interest include:

  1. Modular weapon system integration approaches
  2. Weapon Open System Architecture (WOSA) aligned system architectures
  3. Prototype development, testing, and flight demonstration capabilities
  4. Advanced thermal management and high-speed flight technologies
  5. Digital engineering and Model-Based Systems Engineering (MBSE) approaches
  6. Manufacturing readiness and scalable production approaches

This effort will support advancement of modular missile technologies through prototype development, system integration, and demonstration activities. The prototype development period of performance for resulting Other Transaction Authority (OTA) awards will be finalized following release of the Request for Solutions (RFS) and based on the proposed technical approach and performer timelines.
