S²MARTS REQUEST FOR NETWORK INSIGHT

This S2MARTS announcement is intended to pulse NSTXL’s Innovation Network to discover potential solutions that will evolve into a Weapon Performance Analysis Tool Suite (WPATS). This request is for planning purposes only and does not constitute a Request for Solution or an invitation to submit formal proposals. The Government & NSTXL are not liable for reimbursing any costs associated with response preparation.

Naval Surface Warfare Center, Crane Division (NSWC Crane), Global Deterrence and Defense Department is interested in possibly pursuing a Weapon Performance Analysis Tool Suite (WPATS) for use in Strategic Missions efforts, to include both traditional and non-traditional applications.

Delivery will include well-documented source code, compiler, and use & maintenance documentation. Further detail on delivery schedules is below.

WPATS is intended to represent the complete weapon system kill chain from mission planning to trajectory execution and target engagement. As such, it will have to communicate with various existing tools that have varying degrees of modifiability in support of interfacing with other software including tactical software. Acknowledging this, WPATS shall use a commercially available or open source simulation framework as the foundation and employ a modular architecture with defined Application Program Interfaces (API) between tools.
