PDD 1.0 REQUEST FOR SOLUTIONS (RFS) RE-RELEASE – Posted on 07 August 2026

Naval Surface Warfare Center (NSWC) Crane has re-released the Pyrophoric Device Demonstration (PDD) Request for Solutions (RFS). This re-release includes significant updates intended to provide industry with additional technical insight, expanded Government Furnished Information (GFI), and new opportunities for engagement prior to proposal submission.

What’s New

• Expanded Government Furnished Information (GFI), including:
  • Additional CUI technical documentation.
  • Limited incumbent Intellectual Property (IP) available through a separate NDA process.
• Optional Vendor Day to provide additional insight into the current manufacturing process.

Please Note

• Organizations that reviewed the original release are encouraged to review the updated RFS and all attachments in their entirety, as this re-release includes new information and resources not previously available.
• The RFS includes instructions for requesting access to additional GFI, incumbent IP, and Vendor Day participation.

Naval Surface Warfare Center (NSWC) Crane, on behalf of the Joint Services (U.S. Navy, Air Force, and Army), is preparing to release a prototype project focused on restoring a sustainable, U.S.-based production capability for pyrophoric countermeasure devices.

The Pyrophoric Device Demonstration (PDD) effort aims to re-establish a resilient manufacturing source for critical aircraft survivability systems supporting infrared threat protection across Joint Service platforms.

Key Areas of Interest may include:
1. Development and demonstration of scalable manufacturing processes for pyrophoric device production
2. Process control methodologies aligned to required infrared performance characteristics
3. Production readiness, capacity scaling, and transition planning to support sustained Joint Service demand
4. Qualification and stabilization of a secure, domestic supply chain for critical materials
5. Data package development and process documentation to support long-term sustainment

The prototype development period of performance for PDD Other Transaction Authority (OTA) awards will be determined following the release of the Request for Solutions (RFS) and based on selected performers’ proposed timelines.
