Microelectronics Operations, Sustainment, Acquisition, and Infrastructure Capabilities (MOSAIC)  | Project No. 25-15

The Department of War (DoW), through its Innovation Capability and Modernization (ICAM) Office, is preparing to release a new prototype project opportunity focused on modernizing microelectronics of fielded weapon systems through the digitalization of acquisition and sustainment. The effort, Microelectronics Operations, Sustainment, Acquisition, and Infrastructure Capabilities Modernization (MOSAIC), will leverage digital engineering tools, commercial best practices, and a scalable, cloud-based environment to enable co-design, data reuse, and lifecycle collaboration across programs. MOSAIC aims to accelerate the delivery of faster and affordable replacements for critical systems while strengthening long-term sustainment infrastructure.

Key Areas of Interest include:

  1. Modernization of Fielded Weapon System Microelectronics – Ongoing efforts that need more advanced tools and methodologies to accelerate and efforts not attempted because of cost and schedule limitations.
  2. IP/Data Reuse and Commonality – Standardized frameworks to enable reuse of technical data, IP blocks, and chiplets across programs.
  3. Digital Twin Integration – Use of digital twins for verification, validation, and sustainment planning throughout the lifecycle.
  4. Digital Environment Development – Cloud-based, secure, and scalable infrastructure to support microelectronics acquisition and sustainment lifecycle activities.
  5. Engineering Trade Space Analysis – Integrated workflows and tools that enable early trade studies and system optimization.

This effort, funded through ICAM’s Industrial Base Analysis and Sustainment (IBAS) Program, will inform future production decisions and long-term strategies for microelectronics modernization and sustainment. The development period of performance for MOSAIC Other Transaction Authority (OTA) awards will be determined following the release of the Request for Solutions (RFS) and based on selected performers’ proposed timelines.

During the virtual event, organizations interested in the Microelectronics Operations, Sustainment, Acquisition, and Infrastructure Capabilities (MOSAIC) opportunity will have 3–5 minutes to share, depending on overall interest and the number of presenters. After the event concludes, all registrants receive follow-up resources including the presentation slide deck and contact information.
