The Government has released the Request for Solution (RFS) for the FBME opportunity. If you have any questions regarding the RFS, you can submit them until 29 December 2023 at 12:00 PM ET and the final solutions are due by 25 January 2024 at 12:00 PM ET.

The Department of Navy (DoN) is seeking a prototype software application that they call a Firmware Bill of Materials Extractor (FBME). In this context, firmware refers to low-level software that executes on a microcontroller or microprocessor, either in an embedded system or as the foundation of the software stack for a general-purpose computer. The firmware bill of materials would be a list of the software components and libraries, including the version number of each software component, used to generate a particular firmware image.

The Firmware Bill of Materials Extractor (FBME) Other Transaction Authority (OTA) prototype project will be defined by the performer’s proposed schedule but is estimated within a 36-month period for the entire effort.
