REQUEST FOR SOLUTIONS (RFS) – Posted 17 December 2025

The Government has released the Request for Solutions (RFS) for the Drone Dominance opportunity. Please find the RFS and its accompanying documents (Attachments A, B, C, and D) in the Key Documents section on the right-hand side of this page.

IMPORTANT NOTES:

  • An active NSTXL membership is not required to submit on the upcoming Drone Dominance Request For Solutions (RFS), however NSTXL membership will be required before award.

REQUEST FOR INFORMATION (RFI) – Posted 2 December 2025

The Department of War is seeking information on small unmanned aerial systems (sUAS) capable of conducting One-Way Attack (OWA) missions to augment current warfighting capabilities.

The intent per the Secretary of War’s (SOW) July 2025 Drone Dominance memo is to “accelerate growth of the U.S. industrial base to outfit our combat units with cheap and effective U.S.-made UAS.”  Every warfighter must have access to low cost/attritable sUAS to conduct OWA.

The Drone Dominance Program (DDP) is designed to help industry organize around the need for low-cost, supply-chain secure sUAS manufacturing at scale, urgently.

The DDP intends to place $1 billion in fixed-price orders utilizing 10 U.S.C. 4022 over four phases in the next two years.


 

FREQUENTLY ASKED QUESTIONS (FAQ)

Who can participate?
Open to companies from the United States and Allies. Preference goes to American companies with the ability to manufacture in America using American made components and materials.
What is the focus of Drone Dominance?
While the US Military requires many types of Drones, this effort focused on low cost, attritable, one way attack munitions. Any drone submission will be considered but will have to meet these criteria to be competitive.
What kind of platform capabilities is Drone Dominance seeking (automation, fixed vs. rotary, etc)
Additional operational objectives will come out in the RFS, but Drone dominance is looking for any and all solutions that enable the warfighter to accomplish mission objectives as outlined in the RFS at a low cost.
Autonomy is not a requirement at this time. However, advanced capabilities that aid in mission success rates will only help with scoring criteria, to include end user feedback.
Is Drone Dominance only interested in complete solutions rather than individual components?
Yes, Drone Dominance will only be purchasing complete sUAS solutions. Additional details about support equipment (controllers, chargers, etc.) will be provided in the RFS. Drone Dominance encourages industry to independently engage with suppliers to innovate rapidly.
The government encourages component manufacturers and OEMs to reach out and collaborate with each other to work through scalability and supply chain issues.
What is NDAA compliance? Will non NDAA compliant offerings be considered?
NDAA compliance is a minimum, and no contract award can be issued to non-compliant vendors. Drone Dominance is interested in companies that can exceed this minimum requirement.

How will scoring be determined for Gauntlet 1?
The two vignettes in Phase 1 will be inert tests with a dummy payload. The Drone Dominance Program will be performing live, energetic vignette testing in later phases in addition to complex inert testing. As the program progresses, the vignettes will become more complex.
Scoring will be based upon the successful completion of safety testing and the vignettes. Accuracy, maneuverability, capability to carry payload, and other technical characteristics will be assessed and scored.
What about RF and EW based solutions?
Currently, Drone Dominance is interested in OWA drones with a kinetic solution. Modular systems that have swappable payloads are attractive to the government but is not a requirement at this time.
What does the fixed price include?
The price per unit should include all necessary components to operate the OWA drone and complete the desired mission. Additional details will be provided in the RFS.
