NSTXL Welcomes Steve Palmer as Director of Microelectronics Design Enablement

The need for a strong microelectronics ecosystem has never been more critical. As initiatives like Microelectronics Commons grow, so does the demand for a stronger infrastructure and tools that help innovators prototype, test, and collaborate.
To meet this moment, we are proud to welcome Steve Palmer as our new Director of Microelectronics Design Enablement. In this role, Steve will lead NSTXL’s design enablement program, building upon the capabilities that enhance interoperability and strengthening the nation’s technological edge.
From securing essential software, cloud capabilities, and process design kits (PDKs) to streamlining design workflows, Steve will work closely with leadership, partners, and Commons Hubs to expand the ecosystem and enhance operational excellence. As a central leader within the Commons program, Steve will advance NSTXL’s Cross-Hub Enablement Solution (CHES), ensuring seamless access to Electronic Design Automation (EDA) tools for Microelectronics Commons Hubs and users nationwide.

Before joining NSTXL, Steve was Head of Emerging Technologies for National Security in the CHIPS Program Office at the U.S. Department of Commerce. He brings with him 25 years of semiconductor experience across embedded memory, ASIC IP, aerospace and defense, and silicon photonics from both IBM Microelectronics and GlobalFoundries. Steve holds a Bachelor’s degree in Electrical Engineering from Michigan Technological University and an MBA from the Kelley School of Business.
