NSTXL Strengthens Leadership Team with Key Appointments to Drive Growth and Operational Excellence

At NSTXL, we remain committed to delivering cutting-edge solutions and revolutionizing government innovation. As we begin 2025, we are pleased to announce important changes to our leadership team to further position us for sustained success.

Effective immediately, Shelley Tweedy has been appointed as Chief Operating Officer (COO). Shelley brings over two decades of experience building high-performing teams and scaling organizational structures to help operationalize and accelerate growth for start-ups and mid-market organizations within the SaaS/Services and Allied healthcare industry. Since joining NSTXL in 2020, Shelley has been instrumental in establishing support functions, systems, and program offerings that fulfill DoD mission-critical needs and have strengthened government-private sector partnerships.

In this role, Shelley will shape the corporate vision and strategy to drive organizational excellence and lead NSTXL into its next phase of strategic growth. Working closely with the executive team, Shelley will identify new lines of business and M&A targets that create value for the organization, members, and clients. She will oversee the execution of high-priority initiatives and ensure the alignment of organizational objectives and market opportunities. As COO, Shelley will remain dedicated to fostering cross-department collaboration to enhance organizational continuity, transparency, and alignment.

In addition to leading our Marketing and Membership functions, Shelley will oversee the newly established Program Management department, which is accountable for all OT vehicles, and the Operations and Strategy division that includes the Business Intelligence (CRM System and Analytics) team, Client Success (formerly known as Project and Program Success), and the creation of a new Capture Management team.

Doug Crowe has been promoted to Senior Vice President of Program Management. In his new role, he will lead the Program Management team, which includes the Vice Presidents of S²MARTS, SpEC, and Microelectronics Commons. In his previous role as Vice President of S²MARTS, Doug was instrumental in growing the S²MARTS program to $3B in funding and supporting the success of critical projects, including MACH-TB and Microelectronics Commons. With over 40 years of experience in DoD R&D, engineering, and high-priority defense program management, Doug has led and matured portfolios of critical defense programs, including Submarine Combat Systems, Above Water Sensor programs, and Marine Corps Air Defense programs. With extensive experience in production, manufacturing, finance, business development, and program management, Doug will ensure that NSTXL continues to deliver exceptional support to its government partners.

Supporting S²MARTS as Vice President of NSTXL, S²MARTS will be Tony Kestranek. As the former Deputy Director for S²MARTS, Tony has played a key role in the program’s growth and the delivery of innovative prototyping solutions for the warfighter. Before joining NSTXL in November of 2020, Tony served as a program manager for SAIC’s Crane Operations C5ISR Division, where he supported C5ISR and Mobility Systems within the Expeditionary Division at NSWC Crane. As Vice President of S²MARTS, Tony will continue his work with our government partners to identify, shape, and secure the best solutions for mission-critical prototyping efforts.

Additionally, Mike Brockly will serve as Vice President of Operations and Strategy. In this expanded role, Mike will continue leading Client Success (previously the Program/Project Success team) while overseeing the newly created Business Intelligence (CRM Systems and Analytics) and Capture Management functions. With more than 15 years of experience supporting the DoD and Intelligence Community, leading projects for SOCOM, the U.S. Marshals Service, ODNI, and the FBI, Mike continues to bring a strong passion for introducing innovative tools and processes that enhance Government-Performer engagements.

A key differentiator, the Client Success team enables government clients to oversee project performance with real-time milestone tracking and proactive risk mitigation. Michael Bush has been promoted to the Director of Client Success and will lead this team. The Business Intelligence (CRM Systems and Analytics) function is responsible for the CRM system (Salesforce), helping streamline project lifecycle operations – from opportunity generation to post-award project management. The team will also oversee the development of dashboards and reporting, providing insights to inform executive and client business decisions. The Capture Management team will spearhead proposal development and oversee capture strategies, timelines, and deliverables.

In the coming weeks, we will be filling the newly opened position of Vice President of Marketing.
