Enterprise Parts Management System (EPMS) Prototype Awarded to Two Non-Traditional Contractors

Jan 23, 2024 – Naval Surface Warfare Center, Crane Division (NSWC Crane) with The Department of Defense’s Office of Industrial Base Policy as the sponsor, through its Manufacturing Capability Expansion and Investment Prioritization (MCEIP) office, has awarded the Enterprise Parts Management System (EPMS) prototype to two Non-Traditional Contractors (NTDCs): JRC Integrated Systems LLC and Systems Innovation Engineering. EPMS is a cloud-based enterprise-wide microelectronics parts management tool intended to enable parts management at program office levels across DoD throughout the entire parts lifecycle.

Mr. Anthony Di Stasio, MCEIP Director stated, “EPMS will provide an important ‘whole-of-DoD’ view of the microelectronics parts supply chain and enable better life-cycle management of this critical technology for DoD weapon systems.”

Currently, the DoD has very limited insight into the electronic parts used by its systems, resulting in an inability to manage the supply chain, monitor the industrial base, and effectively manage its electronic parts. This reduces insight into critical risks and prevents rapid access to potential remediation that is critical in ensuring warfighter safety and mission success.

Made possible through the use of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S²MARTS) Other Transaction Authority (OTA), managed by National Security Technology Accelerator (NSTXL), JRC Integrated Systems LLC and Systems Innovation Engineering will work together to aggregate design data and parts lists from all DoD systems, pull related data from DoD and commercial sources, and enable parts management at the program level as well as higher echelon offices. NSWC Crane will serve as the technical lead on this effort.

The DoD’s $6 million investment will support the iterative design and development of the cloud-based platform. This tool will support Military service and defense agency weapon system program offices; prime system developers and maintainers; and acquisition, sustainment, research, development, testing, and evaluation offices across the Department.
