
Electro-Optical/Infrared Weather Systems (EWS) Weather Data as a Service (WxDaaS)

Development Corp, is performing market research to identify sources capable of providing weather data as a service (WxDaaS) to the Government and to obtain preliminary cost and schedule estimates. The Government will use this information to inform a decision on whether to acquire this service under the SpEC Consortium as a prototype using Other Transaction Authority (OTA). A solicitation is being considered for release in late FY2022 depending on the market research results.
The Government is interested in obtaining weather data as a service that is contractor-developed, owned, and operated with limited Government investment in the initial or prototype capability. The Government envisions acquiring a service that provides an initial capability for operationally useable weather data and allows expansion to a more capable future service as a contract option. Ultimately, the Government desires to be able to purchase weather data meeting the requirements described in this notice and the WxDaaS Data Requirements Document (DRD). As such, the Government may provide limited upfront funding for the development of the service.
The prototype service is anticipated to begin in FY2025 with subsequent performance required under one or more contract vehicles through FY2040. The Government also is interested in understanding how such services may be scaled towards improved refresh performance.
