Tim Greeff

Founder & CEO

Tim leads the overall strategy and directs the day-to-day operations of NSTXL. He has led NSTXL from original concept through incorporation to present-day scale. Tim brings over 20 years of experience building and managing non-profit technology consortia. NSTXL is the third national organization he has helped to launch and build, each of which focuses on scaling and commercializing innovative technology through policy and public-private partnerships. Tim has spent his entire professional career operating at the intersection of business, policy and politics, including directing recording-breaking campaigns, convening and managing numerous coalitions, and leading successful policy efforts at the national, state and local levels. Tim holds a Master of Public Policy from the Sanford Institute at Duke University and a Bachelors Degree in Government from the University of Texas, Austin.

Erik R Olbeter

Chief Operating Officer

Erik serves as Chief Operating Officer of NSTXL and manages day-to-day operations of NSTXL's OTA contracts, prototype awards, and new business initiatives.  His role is to make it easier for both our government and member clients to rapidly procure new technologies.  Prior to NSTXL, Mr. Olbeter held leadership roles in the financial and tech industries, always at the intersection of government, finance, and technology.  As Senior Vice President in charge of ICF’s commercial Energy Advisory practice, he served both commercial and government clients.  Before that, he spent 12 years on Wall Street as a technology analyst managing teams of researchers covering a wide range of emerging technologies such as cyber and advanced battery storage.  He has an M.A. in public policy from Georgetown University and is a CFA charter holder.

Bernice Kiyo Glenn

Senior Vice President of Strategic Partnerships

Bernice leads outreach to the innovation community in both the public and private sectors, including U.S. Department of Defense innovation cells and local technology clusters across the country. She is point on the development of Warfighter Design Thinking and Ideation programs for the consortium. Her technology commercialization experience spans projects for the Office of Naval Research, US Army Medical and Materiel Command, Pacific Command, US Army Telemedicine and Advanced Technology Research (TATRC), FEMA, and the Department of Homeland Security. Bernice is a graduate of Princeton University summa cum laude in East Asian Studies. She holds certificates in planning, government contracting, Design Thinking, Systems Thinking, and human resource management Project Management Institute (PMI), The National Charrette Institute, Stanford Design School, and Harvard Graduate School of Design.

Larry Solliday

Senior Vice President, Technology and Acquisition

Larry oversees all active prototype programs and manages the contracting and acquisition programs for the consortium. Larry is a recognized subject matter expert in the identification, development, prototyping, assessment, and transition of innovative technologies to enhance current and future operational capabilities. His efforts have led to the rapid and deliberate identification, demonstration, assessment, transition or transfer, and sustainment of numerous innovative concepts and emerging and enabling technologies supporting urgent and recurring U.S. Department of Defense and Department of Homeland Security operational needs and requirements. He has spent time in both the Federal service and private industry, and retired from the United States Air Force. During his 20 years in public civil service, he held positions in the Office of the Secretary of Defense, the United States Air Force, the General Services Administration, and the United States Navy as a Project Manager, Test Manager, Business Manager and Contracting Officer, and Program Manager respectively. He holds a Master of Public Administration and a Bachelor of Arts from Southern Illinois University. He is currently finishing a Doctorate of Management from Colorado Technical University, conducting research into how technology acceleration affects National Security.

Gary Frost

Director, Training and Readiness Accelerator

Gary leads the day-to-day operations of the Training and Readiness Accelerator (TReX).  He is a retired United States Army Lieutenant Colonel, former Department of the Army Civilian (GS-15), independent business consultant, experienced program manager, and educator with over 30-years of successful leadership, operations, training, and team building experience.  Gary served as a Senior Department of the Army Civilian in the Army Staff’s Training Directorate, Chief of Technology Management (Warrior Works) Division for U.S. Army’s Rapid Equipping Force (REF), and also as the REF’s Deputy Director.  His last government position was on the Army Staff serving as a Senior Strategist for Army’s Deputy Chief of Staff G-3/5/7 Initiatives Group.  Gary has earned a Bachelor of Science Degree in Business Management and also holds a Master’s Degree in Business Administration (MBA).  He is currently working on a Master’s Degree in Education.

Iain Skeete

Director, Strategic Contracting

In his role as the Director of Strategic Contracting, Iain leads our rapid contracting offerings to help government clients effectively and efficiently transition their project concepts to delivered results.  A recipient of multiple commendations for superior performance, Mr. Skeete is a nationally recognized expert and innovator in government contracting.  He joined NSTXL after a distinguished ten year career working at U.S. Army Contracting Command-Orlando, where he applied progressive concepts to minimize the obstacles typically experienced during the traditional Government contracting process.  Mr. Skeete most recently led critical acquisition pursuits in support of the Synthetic Training Environment Cross Functional Team, one of the U.S. military’s top priorities, as the Contracting & Agreements Officer.   With NSTXL, his goal is to help our clients find contracting solutions that reduce contracting time, find innovative solutions, and deliver end products to the Warfighter.  He is a graduate of the University of Central Florida where he earned his Bachelor of Science in Business Administration with a focus on Marketing.

Cara Peterson

Membership and Marketing Associate

Cara leads the membership and marketing communications for NSTXL. Cara is a recent graduate from the University of Vermont, where she studied Community Entrepreneurship. She is an expert in social media, marketing campaigns, and community building.  Her passion for marketing started early. When she was 15 she started an online blog, in a few short years was able to grow it to over forty thousand followers.  Prior to working for NSTXL Cara has worked for a technology startup as well as the Cape Cod Baseball League, which is one of the most competitive minor leagues in the nation.
