S2MARTS Surpasses Two Billion in DoD Funding on Fifth Birthday

This year marks a major milestone: Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) is turning five. S²MARTS, managed by NSTXL, was created by the Naval Surface Warfare Center (NSWC), Crane Division in 2019 to grow and engage an elite network of innovators, shorten the path to defense prototype development, and advance national security efforts.

Since its inception, the OTA has achieved many significant milestones. Over $2B in funding has been awarded across 56 projects to date. The OTA boasts 650+ members, with 70% of those members being small, non-traditional organizations. S2MARTS projects cover a range of 23 tech areas, including hypersonics, microelectronics and strategic & spectrum mission.

“As we commemorate the fifth anniversary of the S2MARTS OTA, it’s a momentous occasion to reflect on all that S2MARTS has done to support the DoD mission,” said Doug Crowe, S2MARTS Director. “In these five years, S2MARTS has not only flourished but has become a cornerstone in advancing national security efforts alongside NSWC Crane. With over $2B in funding and the award of projects like MACH-TB and Commons, we are changing the landscape of Government contracting.”

In 2023, S2MARTS celebrated the addition of the S2MARTS Research vehicle, as well as  the award of the Microelectronics Commons program and the implementation of MACH-TB.

S2MARTS Research was created to better establish the relationship between research and prototyping. The award of the first project, Boron Nitride, opens the door for new, non-traditional innovators with state-of-the-art research capabilities.

The Microelectronics Commons program was awarded under the CHIPS and Science Act in order to accelerate domestic prototyping and grow a pipeline of U.S.-based semiconductor talent. These eight “Hub” awardees were announced by Secretary of Defense Kathleen H. Hicks at the Pentagon, generating excitement across the nation for this significant program. The first Call for Projects dropped in December of 2023 and the first projects are expected to be awarded in Q3 of 2024.

To harness the power of collaboration between Government and industry, S2MARTS has hosted a multitude of collaborative events since 2019.

Last year, significant players like Dr. Dev Shenoy, Principal Director for Microelectronics, OUSD(R&E) and Ms. Heidi Shyu, USD(R&E) Department of Defense Chief Technology Officer spoke at the SHIP prototype delivery ceremony. This ceremony celebrated the delivery of the first SHIP prototype devices from Intel and Qorvo to BAE Systems, Inc, a milestone achievement for state-of-the-art (SOTA) microelectronics packaging capabilities in the U.S.

Additionally, to expand collaboration within the microelectronics ecosystem and highlight the RAMP program, the S²MARTS OTA hosted a two-day RAMP Awareness Days event in Washington D.C. on May 10 – 11.

This year on S2MARTS’ fifth birthday, we celebrate all that the OTA has achieved in the effort to shorten the path to prototype development and advance national security efforts for alongside NSWC Crane.
