1.0 Background / Problem to be addressed (understanding the need)

150 words max.
  • Briefly describe the need for the proposed prototype project.
    • State purpose of proposed project.
    • What is the current status of capabilities? (e.g., How are things done today?)
    • What are the limitations of current capabilities?
    • What new capability is needed to overcome limitations and improve military capabilities, efficiencies, sustainability, etc. (related to technology research area)?
  • How does the proposed prototype provide the needed capability to overcome limitations?
    • Describe the prototype technology and its innovative attributes.
  • What are the project objectives?

2.0 Project/Prototype Goal (what will be delivered)

300 words max.
  • Provide a summary of how your technology will approach the problem
  • Description of prototype capabilities – must have direct relevance to problem/issue
  • Prototype impact/how the current state problems/issues are addressed or resolved

3.0 Summary of Technology (do not include proprietary or classified information in this document)

500 words max.
  • Briefly and conceptually describe the work needed to develop the proposed prototype. If possible, identify key tasks. Project must include research, development, demonstration, validation or transition, and training).
  • Description of contribution to technological advancement / innovation (benefit of technology); Project may maximize energy systems security, assurance, environmental quality (i.e., reduce adverse environmental impacts), and the use of non-fossil sources, while minimizing threats, cost, consumption, and energy-related logistical requirements.
  • Project must have direct relevance to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to improvement of platforms, systems, components, or materials in use by the armed forces.
  • Description of the techniques, procedures, processes, analysis, expected conclusions reached and recommendations made with respect to the research area being addressed.
  • Supporting documents (research, drawings, specifications, etc.)

4.0 Milestones and Deliverables

150 words max.
  • Describe in general terms what this project will produce (prototype object, process, strategy, etc.)
  • Provide estimates of deliverable milestone delivery from date of initiative award for each.
Provide timing and milestones for each deliverable.

5.0 Cost and Price Schedule

This section should include the Projected Rough Order of Magnitude (ROM) associated with meeting the technical requirements as described in the White Paper. The ROM shall include at a minimum the estimated costs for Labor, Material/Equipment, and Other Direct Costs along with the estimated total value of the Technology Initiative.

300 words max. Cost Narrative

The ROM Narrative must include, at a minimum, details on the following cost categories to support the overall cost of the technology initiative

  • Material/Equipment: Provide an estimated list of materials/equipment required to meet the technical approach as described in the White Paper. Additionally, state the estimated cost for the material and/or equipment.
  • Labor Rates: The ROM Narrative shall include the basis for which the estimated total labor hours were calculated. (i.e. Generic position titles and estimated rates and hours for those individuals.
  • Other Direct and/or Indirect Costs: Provide an estimate of the total Other Direct and/or Indirect Costs and provide data supporting how the estimate was calculated. This section should include a breakout of any estimated costs other than Labor and Material/Equipment. (i.e. Travel, Overhead, G&A, etc.)

6.0 Participants

150 words max. Provide a brief overview of the Technology Team Members’ roles and responsibilities for the Initiative, and their business classification (e.g. Non-Traditional Defense Contractor, small business, veteran owned, etc.)
150 words max. Please provide a brief description of what facility(ies) / in-place equipment or other contractor-owned property that will be utilized in support of this initiative.

7.0 Non-Traditional Contractor (NDC) Participation or Cost Sharing

Non-traditional Defense Contractor is an organization that does/has NOT have/had a defense contract within the past 12 months that exceeds $500K in total contract value.
100 words max. If there is NO Non-traditional Defense Contractor participating to a significant extent in the Initiative, the Government will require that at least one-third of the total cost of the prototype project is to be paid by Parties to the Initiative other than the Federal Government. For Traditional Defense Contractors only, please provide any “Cash" cost share details.
150 words max. For Traditional Defense Contractors, the one third cost-share can be provided in the form of “In-Kind Contribution”. Please provide any “In-Kind” cost share details.
